The direct answer

Yes — and the margin
isn't close.

In the 2024–25 reporting year, Water Corporation recorded zero E. coli detections across all 28 Perth supply localities — no samples above 0 cfu/100 mL anywhere, from Dwellingup's 13 samples through to Hills Direct's 837.

Every other health-related parameter — nitrate, pesticides, PFAS, radiological, trihalomethanes, metals and hydrocarbons — met the guideline in every locality.

The system is externally regulated. The WA Department of Health oversees drinking water quality and can audit Water Corporation's quality management and reporting under a Memorandum of Understanding, and compliance with it is a condition of their Water Services Licence.

The bit people actually ask about

So why did that test
turn orange?

Someone runs a test at your kitchen tap, something changes colour or a number climbs, and it looks like proof of a problem. Generally it isn't. Most home tests measure something real — they just don't measure safety, and a normal result is easy to present as alarming.

Chlorine tests

It will always show chlorine

Water Corporation add chlorine to all their supply schemes — deliberately. It is a disinfectant providing lasting protection from the treatment plant to the tap, and it matters most where long pipelines and warm water would otherwise let organisms grow.

What it actually means

A positive chlorine result is the safety system doing its job. The health guideline is 5 mg/L. What chlorine legitimately affects is taste and smell — aesthetic, and a fair reason to filter, but not a safety finding.

TDS meters

It measures minerals, not safety

A TDS meter reads everything dissolved in the water, added together — sodium, potassium, calcium, magnesium, chloride, sulfate, bicarbonate, carbonate, silica, organic matter, fluoride, iron, manganese, nitrate, nitrite and phosphate. It cannot tell any of those apart.

What it actually means

The NHMRC set no health guideline value for TDS, because there are no health effects directly attributable to it — the 600 mg/L figure is about taste. In Perth most of the reading is the same calcium and magnesium that make the water hard.

The electrolysis demonstration

The brown floc is the electrode

Two electrodes go into a glass of tap water, current is applied, and the water turns brown within a minute. One of those electrodes is iron, and it corrodes. The brown floc is iron oxide from the electrode — it was never in the water. In RO water almost nothing happens because low conductivity means little current flows.

What it actually means

Nothing about water quality. It shows the metal of the electrode and how well the water conducts electricity. It identifies no contaminant, measures no concentration, and cannot tell you whether water is safe. Whatever appears in the glass came out of the electrode, not out of your tap.

pH strips & bacteria kits

Measuring the wrong thing

Across Perth's 28 localities the annual mean pH runs from 6.93 at Dwellingup to 8.55 at Mundaring, against an aesthetic range of 6.5–8.5. pH sits in the aesthetic tables, not the health ones.

What it actually means

Home bacteria kits are the most misleading of the group — they can't distinguish harmless environmental bacteria from anything of concern, they're easily contaminated by a fingertip, and they have no meaningful detection threshold.

What a proper
water test looks like.

Use a NATA-accredited laboratory — the Australian accreditation standard for testing labs, and the source of any result you would actually rely on.

A lab test gives you specific analytes at specific concentrations, with a documented method and a stated detection limit. It costs more than a kit and takes longer, and for most households on scheme water it is unnecessary — Water Corporation already publish the figures for your locality, free.

The honest position

So what is filtration
actually for?

Worth saying plainly

Most Perth households do not need filtration for safety. The water is compliant, and it is monitored far more thoroughly than anything a household could arrange for itself. What filtration is for is everything sitting outside the safety question — and Water Corporation's responsibility runs to your meter.

Taste and smell

Chlorine does its job all the way to the tap, which means it's still there when you pour a glass. Activated carbon reduces it. The most common reason people filter, and a good one.

Hardness and scale

An eightfold spread within one city. Aesthetic and appliance rather than health — but scale on elements, glassware and hot water systems is real, and it costs money.

Your own pipework, fittings and hot water system. No network monitoring covers any of it.

The northern groundwater-fed corridor. Two Rocks is the only locality above the 200 mg/L aesthetic guideline, and Water Corporation footnote it as characteristic of the source supplying that area.

Trihalomethanes — the interesting one

These form when chlorine reacts with naturally occurring organic matter. Across Perth the annual means run from 0.005 mg/L at Two Rocks to 0.139 mg/L at West Yokine, against a health guideline of 0.25 mg/L — compliant everywhere, with the highest handful sitting at roughly half the guideline.

The guidelines' own position is worth stating plainly: reducing trihalomethanes is encouraged, but not at the expense of disinfection, because undisinfected water is a far greater risk.

Why that matters at the tap

Chlorine has to be carried all the way to your tap, so trihalomethanes cannot be reduced across the network without weakening the protection everyone relies on.

The tap is the only place they can be reduced without weakening disinfection anywhere — and the guidelines name activated carbon adsorption as a method of removing them.

On fluoride

Added under the Fluoridation of Public Water Supplies Act 1966, with the dose set by a committee reporting to the Minister for Health rather than by Water Corporation. Means sit between 0.78 and 0.86 mg/L in fluoridated localities, against a health guideline of 1.5. Three read lower: Dwellingup (<0.1), Two Rocks (0.15) and North Dandalup (0.45).

On PFAS

Water Corporation state that all scheme drinking water is fully compliant with the new draft PFAS guidelines. That statement applies to scheme water and does not extend to private bores.
